Spain’s Banks Need Up to $78 Billion, Report Shows

Photo:   Bloomberg

Spanish banks could need as much as €62B ($78B) to withstand a worst-case economic scenario, according to 2 consulting firms hired by the gov to conduct stress tests on the lenders.  One firm estimated banks would need €51-62B should Spanish GDP shrink by 6.5% & house prices drop 60% from the peak.  Another firm said lenders would need €51.8B under those conditions.  And the study didn’t consider potential losses on gov bonds.  “This exercise adds information and it’s information that is not unfavorable,” said Fernando Restoy, deputy governor of the Bank of Spain, said. “The majority of institutions are in a comfortable situation.”  Spain hired 2 firms last month to estimate the capital shortfall at the nation’s banks as investors questioned the health of lenders pummeled by a 5-year real estate slump.  Economy Minister Luis de Guindos has said Spain will use the results of the studies to determine how much money it might need to draw from the €100B made available after it requested funding to clean up banks.  The European Commission likes the idea of setting up a bad bank, Deputy Economy Minister Fernando Jimenez Latorre said.  “From the contacts we have had with them, they like the idea of the bad bank, but we’ve only just started talking and it will become clearer,” Latorre said.  These studies follow the publication on Jun 8 of an IMF report that showed banks needed at least €37B to withstand a worsening economy.  An IMF official said at the time Spain may need to build a buffer of €60-80B.  No surprise, Spanish banks will need a huge bailout.

Greece's new conservative-led coalition gov pledged to try & revise the country's austerity commitments to its creditors, but insisted that would not endanger ties with the rest of Europe or Greek use of the euro currency.  Today the new gov issued a policy statement saying it would seek to serve its full 4-year mandate.  It also named a 38-member Cabinet that includes prominent banker Vassilis Rapanos, chairman of the National Bank of Greece, in the crucial post of finance minister.  The gov's "aim is to tackle the crisis, to open the road to development and to revise the terms of the loan agreement without jeopardizing the country's European course or its presence in the euro," it said.  At the same time, the coalition said, Greece will continue to reduce its fiscal deficit, control its debt & implement structural reforms.  Greece depends on intl rescue loans, granted on condition of a harsh austerity program that has forced deep cuts in incomes and public services, amid soaring unemployment & a deep recession now in its 5th year.  The new gov was cutting all his ministers' salaries by 30% immediately, & would limit the use of state cars by gov members to the absolute minimum.  A nice start, but is only the beginning of austerity moves which are badly needed.

Moody’s Said to Be Poised to Announce Bank Downgrades Today

Photo:   Bloomberg

Moody’s has told banks it may announce later today downgrades of the credit ratings for as many as 17 lenders & securities firms with global capital markets operations.  The announcement could come after the close of trading.  The company said in Feb it may lower the ratings of banking firms as part of a review of how Europe's sovereign debt crisis was hurting more than 100 lenders.  Downgrades could raise borrowing costs & force banks to increase collateral.

Stocks tumbled as signs of a slowdown in global manufacturing added to disappointing housing & labor market data in the US.  This is not how those smart guys were forecasting at the start of 2012 when they were revising their forecasts upward.  Dow is up about 350 YTD & 150 in what was supposed to be a recovery month (Jun).  Dow went straight down today to close at the lows, losing money in every hour.  The markets continue to look very tired.

Markets sag ahead of unemployment report

Dow continued the trend of lower prices at overseas markets.  It struggled to get into the black, but sellers carried the day.  Dow fell 41, decliners just ahead of advancers & NAZ was up 4.  Banks stocks bounced off their oversold lows, allowing the Financial Index to post a gain.  But this should only be considered technical.

The Alerian MLP Index has been on a plateau for almost a month after underperforming the Dow all year.  It's down a fraction YTD at the same time Dow is still up 700 (thanks to the rise in Q1).   The REIT fell 1½ to the 341s & is down 9 from its recent yearly high.  Junk bond funds were mixed at the lofty levels (with low yields).  Treasuries backed off, hurt after yields on the 10 year Treasury fell below 3% yesterday & a possible bailout for Greece.  Oil rose as the dollar weakened after Moody’s said it may place the US gov rating under review for possible downgrade.  Gold fell the most in 4 weeks as the € climbed, eroding demand for the precious metal as a haven asset.

U.S. Govt May Be Cut by Moody’s If No Progress on Debt Limit

Photo:  Bloomberg

Moody's warned the US gov that it could lose its sterling credit rating if Congress & the administration don't reach an agreement to raise the nation's borrowing limit, saying if the parties fail to make progress soon, it would put the US rating under review for a possible downgrade.   That's because there's a "very small but rising risk" that the gov will default on its debts.  Moody's warned the gov could also face a downgrade if it fails to come up with a plan to control the country's rising debt.  The gov hit its $14.3T borrowing limit on May 16.  The warnings will have ugly consequences if the pols in DC don't make progress soon on raising the debt ceiling.

Goldman Sachs was subpoenaed by the Manhattan District Attorney's office over the investment bank's activities leading up to the financial crisis.  GS has been watched by lawmakers & regulators since marketing risky investments that bet on the housing market's success just before the mortgage meltdown. Simultaneously the bank reaped billions of dollars from its own bets that the housing market would collapse. Those gains have also made it the target of intense media scrutiny & public outrage.  The subpoena follows the Apr release of a 639-page Senate report that showed Goldman had steered investors toward mortgage securities it knew would likely fail. The report found that GS marketed 4 sets of complex mortgage securities to banks & other investors & then failed to tell the banks & investors that the securities were very risky, while secretly betting against the investors' positions.  GS has been under pressure for months, this legal setback hurts the credibility of all banks.  The stock fell 1.79 to the 134s & from the 170s at the start of this year.

Groupon filed for an IPO of $750M, another social networking (internet) company that will easily sell those shares.  This is considered to be "hotly anticipated" which makes me think of the word "speculation."  IPOs for sexy companies are doing well but others are having a tougher time selling their shares.  Markets remain weak, to say the least, ahead of the big jobs report which will set the pace for trading tomorrow.  Dow is down 560 in May & early Jun, a far cry what the expects were saying 6 months ago when they were falling all over themselves raising economic forecasts.  Now Greek debt & US debt are 2 main obstacles.

Witches sink stocks

Quadruple witching was too much for the markets. Dow tumbled 220, decliners over advancers 5-2 while NAZ pulled back 56. Dow is solidly below 12K, next step is testing the lows from a few months ago. S&P500 at 1317 is nearing the magic 1270 support line. Both of these may be visited next week. Volume was a little stronger at 1½B. Bigcharts.com gives a slightly different number than Yahoo for new lows, they're showing 173 new lows vs 36 new highs on NYSE. Banks are still struggling to cope with negative comments yesterday, pulled back. REITs & just about everything else was weak. The Alerian MLP index pulled back 1 to 285, another index that may have to test lows from earlier this year. Oil settled up 2.69 to 134.62 on more supply worries, what's new?

Ford warned about soft sales for cars, no surprise. Moody's cut the outlook for their ratings to negative. Merrill Lynch after issuing the negative forecast about banks yesterday fell 1.74 on fears they may have to take more write-offs relating to bad loans they have. Reuters has a story about bank analysts cutting forecasts for bank earnings. It looks like the witches carried the day today. Next week, markets will be starting on defense!
