The EU imposed an oil embargo against Iran & froze assets of its central bank to pressure Iran into resuming talks on the country's controversial nuclear program.  The measures include an immediate embargo on new contracts for crude oil & petroleum products.  Existing contracts with Iran will be allowed to run until Jul.  80% of Iran's foreign revenue comes from oil exports & sanctions could hit its economy hard.  With 4M barrels per day, Iran is the 2nd largest producer in OPEC.  Iran is already under several rounds of UN sanctions for not being more forthcoming about its nuclear program.  Meanwhile, 2 Iranian lawmakers stepped up threats that their country would close the strategic Strait of Hormuz, through which a 1/5 of the world's crude flows, in retaliation.  Tensions over the strait & the potential impact of its closure have weighed heavily on consumers & traders.  The US has enacted, but not yet put into force, sanctions targeting Iran's central bank its ability to be paid for its oil.  Iran is unpredictable, this tense situation has to be watched closely.

Germany & France pressed for a rapid deal between Greece & its private creditors that returns its soaring debt to sustainable levels & remained committed to a new bailout by Mar.  Euro zone finance ministers are due to decide later on Mon what terms of a Greek debt restructuring they are ready to accept as part of a 2nd rescue package.  One minister said a deal appeared to be "taking shape."  I've heard that before.  There are also doubters, saying "The negotiations will be difficult, but we want the second program for Greece to be implemented in March so that the second tranche can be released."  Details of the debt restructuring, which will involve swapping existing Greek bonds for new, longer-term bonds, remain unresolved.

Halliburton net income spiked 50% in Q4 as it shifted its focus from natural gas to oil. Energy companies are capitalizing on new technology to reach crude that was once prohibitively expensive to pump, especially in the US & HAL has benefited immensely.  EPS was 98¢, up from 66¢ last year.  Excluding a $15M charge for an "environmental-related matter," EPS was $1.00 & revenue increased 37% to $7.06B.  The boom in shale drilling across regions of North America boosted EPS to $3.08 for 2011, compared with $2.02 in 2010.  Revenue increased 38% to $24.8B.  Hydraulic fracturing, still a relatively new technology, has allowed energy companies to get to oil and natural gas from fields that had been left behind with most of the remaining resources trapped in shale rock.  HAL uses a mix of highly pressurized water & chemicals to break apart shale formations & free the resources contained within.  "We are proactively moving equipment from dry natural gas to liquids plays in North America in response to recent rig moves," Halliburton CEO Lesar said." The stock fell 1.04 (3%).

Italian & Spanish bonds gained on speculation today the EU will make progress on measures to help resolve the European debt mess.  Good luck.  The negotiations in Greek about the haircut bond holders would take was supposed to be wrapped up over the weekend.  They'll try again today.  The favorable earnings report for HAL may be helping MLPs which are building more infrastructure to move domestic oil supplies.  More distribution increases will be announced in the next 2 weeks.  This should also be a big week for earnings reports, followed by div increases next month from the strongest.  Dow is still about 100 below its highs in late Jul, an important barrier.

Bank of America, a Dow stock, hit a 2-year low on fears about the effect of a potential US gov debt default.  Banks hold Treasuries as liquid assets to use almost like cash on hand.  However BAC stock has suffered from substantial selling. In the past year BAC fell 35%, making it the 3rd worst performing stock in the S&P 500 Index. The stock had traded as low as $2.53 in early 2009 during the throes of the financial crisis.  The nation's largest bank has had to deal with multiple crises in the last year, most related to mortgage problems stemming from the bank's 2008 purchase of Countrywide Financial.  The stock close at 9.72, down 28¢.

Halliburton saw profits rise 54% in Q2 as revenue set a record for the period.  HAL reported EPS of 80¢, ahead of 53¢ last year.  Revenue increased 35% to $5.94B.  Oil companies scoured the planet for untapped fields as oil prices reached 3 year highs.  Many focused on North America's vast underground rock formations, which are rich in oil & gas. HAL specializes in tapping those formations, & the surge in activity has boosted its financial results.  CEO Dave Lesar said there's more demand for HAL services than the company can provide, & "we expect this imbalance to continue going forward."  "There's still so many wells that haven't been completed," Weiss said.  The stock was up 4¢ not bad on this kind of day.

Halliburton (HAL), the world’s 2nd- largest oilfield-services provider, reported that Q3 profits more than doubled as onshore work in North America made up for a slowdown in the Gulf of Mexico.  Q3 EPS climbed to 60¢ from 29¢ last year earlier. The National Association of Home Builders/Wells Fargo confidence index fell to 14 this month, the lowest level since Apr 2009, from 16 in Jun (readings lower than 50 mean more respondents said conditions were poor). The gauge, which was first published in January 1985, averaged 15 last year. Lower sales following the April 30 expiration of a tax deadline is lasting longer than projected. Mounting foreclosures are adding to inventory & the unemployment rate is forecast to end the year at 9.5%. In addition, builders are reporting continuing hesitancy regarding home purchases due to uncertainty in the overall economy & job markets. A housing recovery will take time to develop.

Halliburton (HAL) reported Q2 profits soared 83% as natural gas drilling activity picked up in the US beating expectations.. The company was hired by BP (BP) to seal the Macondo well before it blew up & has seen its stock tumble 17% since the Apr explosion. While the US ban on deepwater exploration will cut into profits, HAL has been able to boost earnings anyway through its land-based business, particularly operations involving horizontal drilling of shale gas deposits. In Q2 HAL had EPS of 53¢ per share (expectations were 37¢), up from 29¢ last year. Revenue jumped 26% to $4.39B. The gov moratorium on deepwater exploration in the Gulf "will usher in a new regulatory climate and will have a profound impact on how deepwater drilling is performed," said Dave Lesar, CEO, but HAL is moving people & equipment out of the Gulf. The suspension of deepwater drilling will cost the company another 5-8¢ per qtr in H2. The stock rose 1.22 to 28.73.

BP (BP) & the gov can't agree on the next step in dealing with BP's well. Maybe those forces are weighing the markets down. The bulls tried to take the markets higher, but failed. Dow keeps sloshing around 9 month lows, not able to break significantly above the 10K floor. Early earnings reports are not giving markets the lift they need.
